We are partnered with a leading provider of testing, inspection and certification services to recruit a Vice President of Infrastructure & Utilities for their expanding Saudi operations. This senior leadership role is central to driving growth, operational excellence and strategic diversification across the Kingdom. We are seeking a seasoned professional already based in KSA, with deep expertise in inspection services and a strong track record of building and leading high-performing technical service operations.

We are NOT looking for oil & gas experience for his role.

Responsibilities:

Experience in the following areas is required for this role:

• P&L Leadership: Managing full profit and loss accountability for Industry Services business in Saudi Arabia; driving revenue growth
• Business Development: Expanding client portfolio in Infrastructure and Power sectors
• Strategic Diversification: Developing and implementing strategies to penetrate the Building & Infrastructure TIC market and grow Asset Integrity & Inspection capabilities
• Operational Excellence: Ensuring compliance with quality, safety, and ethical standards; strengthening project execution and reporting systems
• Team Leadership: Building, mentoring, and empowering a high-performing team; promoting collaboration across geographies and functions
• Stakeholder Management: Fostering close collaboration with regional finance, HR, and operations teams; ensuring timely communication and governance alignment
• Localization & Compliance: Strengthening local capability, ensuring compliance with Saudi regulatory frameworks.

Requirements:

• 15+ years of professional experience in inspection with proven success in leading and growing B2B technical service operations in KSA and any other GCC country.
• Strong background in Inspection, Project management, independent design review and Safety Assessment services
• In-depth knowledge of Saudi regulatory framework (Saudi Building Code)
• Strong commercial acumen with a record of business diversification
• Bachelor’s degree in Civil/Structural or Mechanical Engineering
• A post-graduate qualification (MBA or equivalent) is preferred
• Fluency in Arabic and English preferred but not essential
