Senior Estimator – Infrastructure

The Opportunity

Inspire Selection is recruiting an experienced Senior Estimator to join an established UAE contracting business delivering civil infrastructure projects.

The successful candidate will lead the preparation of accurate and competitive tenders across roads, utilities, drainage, earthworks and associated civil engineering works.

The role requires someone with substantial hands-on estimating experience who understands infrastructure construction methods, can interpret complex tender documentation and can independently develop detailed pricing proposals.

Key Responsibilities

• Prepare detailed estimates, BOQs, quantity take-offs, rate build-ups and commercial tender submissions for infrastructure projects.
• Estimate roads, highways, earthworks, drainage networks, utilities and associated civil structures.
• Review engineering drawings, project specifications, contract conditions and tender documentation.
• Develop cost estimates covering materials, labour, plant, equipment, subcontractors and construction methodologies.
• Prepare unit rate analyses and assess productivity assumptions to ensure accurate and competitive pricing.
• Obtain, analyse and negotiate subcontractor and supplier quotations.
• Identify project risks, scope gaps, exclusions and commercial opportunities during tender preparation.
• Coordinate with engineering, procurement, planning and project delivery teams to validate cost assumptions.
• Assess alternative construction methods and value engineering opportunities.
• Maintain updated cost databases, market rates and historical project pricing.
• Support tender clarifications, commercial negotiations and project handover following contract award.
• Ensure all estimates are supported by accurate documentation and clearly defined assumptions.

Essential Requirements

• Approximately 10–15 years' experience in civil infrastructure estimating, preferably with substantial UAE or GCC project exposure.
• Proven experience preparing tenders for roads, earthworks, drainage, utilities and general civil infrastructure projects.
• Strong knowledge of civil engineering construction methods, materials, specifications and cost structures.
• Advanced capability in quantity measurement, rate build-ups, BOQ pricing and tender analysis.
• Hands-on experience using CCS Candy estimating software.
• Ability to interpret engineering drawings, technical specifications and commercial contract documents.
• Strong Excel skills and working knowledge of AutoCAD for drawing review and quantity verification.
• Excellent analytical skills, commercial judgement and attention to detail.
• Bachelor's degree in Civil Engineering, Quantity Surveying, Construction Management or a related discipline.

Desirable

• Experience with major infrastructure contractors in the UAE.
• Exposure to bridges, reinforced concrete structures and large-scale utility infrastructure.
• Familiarity with CostX, PlanSwift or other estimation platforms.
• Knowledge of Primavera P6 or MS Project.
