Position: Senior Procurement Officer

Salary: AED 16,000 to 20,000 + Family visa & medical

Location: Abu Dhabi

 

This role is for a semi-government company based in Abu Dhabi who are rapidly expanding.

You will be responsible for assisting in the development of the procurement plan for general materials and services, receiving and assessing complex purchasing requisitions, assisting in developing requests for proposals, providing input during bids evaluation, participating in contract drafting and sign-off, assessing received goods and services to ensure compliance with quality standards and contractual terms, and conducting vendor management activities.

 

Responsibilities will include the following:

 

  • Assisting in developing the procurement plan including needed quantities, methods, estimated costs, delivery requirements and schedule, and expected cash allocation, and control implementation
  • Leading the forecasting of purchasing demands by monitoring inventory levels, targets, stock outs, and excess inventory
  • Collaborating with relevant stakeholders and departments to understand purchasing requirements and technical specifications of requested purchases
  • Assisting in developing requests for proposal terms and conditions, covering needed goods and services, expected delivery timeline, templates, general and specific procurement guidelines, and expected itemized price range, to maximize timely fulfilment potential
  • Providing input, when needed, during technical and commercial evaluation on received proposals and rank according to the relevant predefined framework through coordinating with relevant committees
  • Leading the development of bidder list document and other related documents such as RFQ documents, RFPs evaluation reports, PO’s, Agreements etc. while ensuring legal compliance
  • Supervising the preparation of purchase orders in accordance with the standard templates, policies and procedures, and ensure the ordering of supplies or services meets organizational needs
  • Supervising in the negotiation and preparation of purchase orders in accordance with the standard templates, policies and procedures with vendors to ensure optimal cost, quality and quantity is received within specified timelines
  • Order materials, products, equipment, etc. as per required specifications
  • Receiving goods and services and ensure they meet the technical specifications and requested quality of service against the associated terms and conditions
  • Participating in vendor prequalification criteria development ensuring all relevant assessment measures are covered
  • Handling the database of registered approved vendors including developing and updating a vendor classification framework, and maintaining records and archives of purchase and service documentation
  • Contributing to the regular evaluation of vendor services against original contract requirements, evaluate vendor service levels and prepare reports for upper management to support in improving the strategic sourcing procedures
  • Assisting in variation order development and execution, when needed
  • Conducting research on industry vendors and service providers and provide recommendations on potential new sources or alternative materials, prices and equipment to the General Procurement Manager
